Modules/Routines affected:    Added a tmode 3 option/command which allows the generation of telemetry packets for rates and the raw events.  This format is compatible with transmitting the packets in the time slices permitted when connected to SEP Central.  The algortihm replaces some of the packets with ApIds 592 (processed stopping events) and 593 (processed events) with the raw event packet with  ApId 597.
